Special Child Welfare Allowance

Description

The SCWA program is available to families, assessed to be financially eligible, with a child who has a diagnosed developmental or physical disability. The program is designed to assist with additional expenses incurred by families directly due to the child’s disability. Some examples of services provided include: medical transportation expenses, medical equipment, medical supplies, respite services and drug cards.

Benefit Amount

The monthly allowance is individually tailored, based on:

  • a financial needs test
  • a social worker’s assessment of your child’s specific needs

There’s no published flat rate—amounts vary but are determined by regional staff in consultation with your application.

Eligibility Criteria

  • Be a resident of NL.
  • Be a parent or relative caring for a child under 18 with a long‑term disability in the home.
  • Demonstrate financial need via a government-mandated screening.
  • First, access other supports (e.g., prescription drug coverage) before applying for SCWA.
