Description
If you have a qualifying disability, this program allows you to request a refund of the provincial motor fuel tax you paid in BC on fuel you used in a vehicle you own or lease.
Benefit Amount
Up to $500/yr and 25% off ICBC Basic Auto Plan Insurance.
Eligibility Criteria
To be eligible, you must:
- Be 16 years old or older
- Own or lease a vehicle or have an ownership interest in a vehicle (if you’re not the registered owner, you must provide a completed Appendix 3 – Vehicle Ownership Declaration)
- Confirm your disability with one of the following:
- B.C. Disability Assistance Certification
- Letter from the British Columbia Aboriginal Network on Disability Society (BCANDS) confirming you receive disability assistance or a supplement from the Social Assistance for Persons with Disability program in accordance with the Indigenous Services Canada Social Development Program – Policy and Procedures Handbook – BC Region
- The letter from BCANDS must state the date you were enrolled in the Social Assistance for Persons with Disability program and the end date (if applicable)
- Letter from Veterans’ Affairs confirming you receive a 100% disability pension
- This letter must state:
- That you receive a 100% disability pension through service while in His Majesty’s forces, and
- The date you began receiving the disability pension
- Letter from the Canadian National Institute for the Blind (CNIB) confirming permanent sight impairment
- The letter from CNIB must state:
- That you have a permanent sight impairment,
- That you are not eligible to hold a driver’s licence, and
- The effective date of the impairment
- Medical certification confirming one of the following conditions:
- Loss of a limb
- Permanent dependence on a wheelchair
- Complete and permanent functional loss of lower limbs
- Permanent impairment of movement to the extent that use of public transportation would be hazardous (whether or not it’s available)
- Permanent mental disability to the extent that use of public transportation would be hazardous (whether or not it’s available)
- Permanent sight impairment to the extent that you’re not eligible to hold a driver’s licence
- Driver’s license or government-issued ID
- You must provide your driver’s licence number when you register. If you don’t have a valid driver’s licence, provide a copy of other government-issued ID that confirms your date of birth and legal name.
- Vehicle ownership declaration
- If you’re not the registered owner or lessee but have an ownership interest in the vehicle, you must provide a completed Appendix 3 – Vehicle Ownership Declaration. Your vehicle may be jointly owned but can’t be registered to an incorporated association, company or society. If the vehicle registration expires, you can continue to apply for the fuel tax refund, but only for the time when your vehicle registration was valid.
- Power of attorney or representation agreement
- If you’re registering and signing on behalf of another person who is 19 or older, you must provide a copy of a power of attorney or a representation agreement with the registration documents.

Application Process
Confirm Eligibility
- Be 16 years or older
- Own, lease, or have an ownership interest in a vehicle
- Have a qualifying disability
- Confirm Your Disability
- If receiving BC disability assistance: sign Appendix 1 – Disability Assistance Confirmation
- If not, provide one of the following:
- Letter from BC Aboriginal Network on Disability Society
- Letter from Veterans Affairs Canada (100% disability pension)
- Letter from CNIB (permanent sight impairment)
- Appendix 2 – Medical Certification completed by a doctor or nurse practitioner
- Provide Identification
- Driver’s licence number, or
- A copy of government-issued ID (e.g., BCID, BC Services Card)
- Complete Vehicle Information
- Provide licence plate number
- Indicate fuel type (Gas, Diesel, Propane, Electric)
- If not the registered owner, complete Appendix 3 – Vehicle Ownership Declaration
- Sign the Declaration
- Certify that the information is true and complete
- Sign and date the form (electronic signature accepted)
